Colin Jacobs is an evaluation expert with a strong professional background in governance, justice and civil society, education, health and policy areas. He has more than 25 years’ experience in international development in Asia, Sub Sahara Africa, central Asia and Europe. Colin previously worked as the Head of Governance and Civil Society at British Council; he is a Council member of the UK Evaluation Society and immediate past President. Colin currently provides governance and evaluation services to DFID and EU projects in Bangladesh, Pakistan, W Balkans and European Neighbourhoods.
Colin is also a qualified trainer and Fellow of CIPD. At TRAASS International he is a teacher of the course on Cutting-Edge Monitoring and Evaluation: A Guide for Practitioners.
Colin has key expertise in formative M&E techniques, including design of M&E frameworks, process evaluation, theory-based evaluations, participatory approaches, contribution analysis, logframes, and results chain models. He has used a wide range of qualitative data collection methods, including Most Significant Change methods, Outcome Mapping, Perception Surveys, Qualitative Case Studies, Key Informant Interviews, Focus Group Discussions and Return on Investment methods. Colin has led several Theory of Change workshops and has highly effective presentational skills.
